Tallinn - A new centre for the training of government officials from countries wishing to join the European Union opened in Tallinn on Wednesday, boosting Estonia's reputation as one of the most progressive states to emerge from behind the Iron Curtain 20 years ago.

Foreign Minister Urmas Paet formally opened the Centre of Eastern Partnership, which offers training courses to officials from the six European Union Eastern Partnership (EaP) countries - Armenia, Azerbaijan, Georgia, Moldova, Belarus, and Ukraine - in an attempt to strengthen relations between these nations and the European Union.

'Over the past 10 years, Estonia has given instruction based on its own reform experiences to hundreds of officials from our Eastern Partners,' Paet said. 'The opening of the Centre of Eastern Partnership will allow us to support our Eastern Partners even more effectively in their integration with the European Union and the implementation of reforms.'

The centre is funded by the Estonian Foreign Ministry with support from the Swedish International Development Co-operation Agency and the Finnish Foreign Ministry.

Estonia has become the darling of many western governments keen to promote an Atlanticist agenda. It pioneered the introduction of flat tax rates andworked hard to join both the European Union and NATO in 2004.

It has been among the most willing countries to send troops to NATO's mission in Afghanistan, and Tallinn already hosts a NATO headquarters that concentrates on cyber-defence.

Estonia further enhanced its EU credentials on January 1 when it became the first former Soviet republic to adopt the euro as its currency, implementing hard-hitting reforms to meet the Maastricht criteria on euro adoption at a time when existing members such as Greece were revealing high levels of fiscal indiscipline.
